While drug-trafficking organizations often maintain scrupulous records of their transactions, they have a pronounced disincentive to open these books to outsiders. And for a variety of reasons, the media, the counterdrug law-enforcement establishment, and elected political leaders all have incentives to overplay the problem.<\/p>\n<p>In a dismayingly typical scenario, drug warriors will fill this information vacuum by conjuring up back-of-the-envelope figures, which the press will then gleefully repeat\u2014at which point, the drug warriors will seek a budget increase, citing the press account, which has now accorded their data points the aura of established fact. (This configuration of mutually affirming incentives is sometimes described\u2014by federal bureaucrats who are clear-eyed enough to admit it\u2014as a self-licking ice cream cone.)<\/p>\n<p>If there is fog in the drug war, there is more still in the actual armed conflagration that has consumed Syria, which is now entering its fifth year. And the violent fluidity of this conflict makes it all the more difficult to assess a wave of reports over the past several years about the significance of a little pill known as Captagon\u2014an amphetamine that is said to play a significant part in the civil war.<\/p>\n<blockquote><p>According to numerous accounts, Captagon has become immensely popular with the fighters of the Islamic State.<\/p><\/blockquote>\n<p>According to numerous accounts, Captagon has become immensely popular with the fighters of the Islamic State. The <em>Washington Post<\/em> says Captagon is \u201cfueling Syria\u2019s war and turning fighters into <a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2015\/11\/19\/the-tiny-pill-fueling-syrias-war-and-turning-fighters-into-super-human-soldiers\/\">superhuman soldiers<\/a>.\u201d<span id=\"easy-footnote-1\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-1\" data-hasqtip=\"0\"><sup>1<\/sup><\/a><\/span> According to other <a href=\"http:\/\/www.ibtimes.co.uk\/paris-attackers-captain-did-isis-gunmen-inject-arab-amphetamine-captagon-fuel-butchery-1526556\" target=\"_blank\">reports<\/a>, the gunmen in the terrorist attack on Paris last November had used the pills, which might explain what some observers described as their relentless, \u201czombie-like\u201d focus during the assault.<span id=\"easy-footnote-2\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-2\" data-hasqtip=\"1\"><sup>2<\/sup><\/a><\/span> A series of alarming news stories have described the drug as a form of \u201c<a href=\"http:\/\/www.news.com.au\/world\/middle-east\/syria-named-as-huge-producer-of-chemical-courage-drug-captagon\/news-story\/58e81985d072843a88281e131eec34da\" target=\"_blank\">chemical courage<\/a>,\u201d<span id=\"easy-footnote-3\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-3\" data-hasqtip=\"2\"><sup>3<\/sup><\/a><\/span> instilling those who take it with incredible strength and endurance, and the coldly robotic, fearless detachment that allows them to engage in a murderous rampage.<\/p>\n<p>So far, so terrifying. But these stories are, to at least some degree, at odds with what we actually know about the drug. To begin with, the very name Captagon is something of a misnomer: there was an amphetamine that was commercially manufactured under that name until the 1980s, when it was banned on the grounds that it was too addictive. The drug is no longer manufactured under license, but it is still very widely produced, and variants of it <a href=\"http:\/\/www.vox.com\/world\/2015\/11\/20\/9769264\/captagon-isis-drug\" target=\"_blank\">can contain<\/a> amphetamine and caffeine, and sometimes also\u2014reportedly\u2014methamphetamine and ephedrine.<span id=\"easy-footnote-4\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-4\" data-hasqtip=\"3\"><sup>4<\/sup><\/a><\/span> Like any amphetamine, Captagon boosts your energy and can increase your focus and help you to stay awake for long periods of time. It can also create a feeling of euphoria.<\/p>\n<section class=\"m m-newsletter m-newsletter--strip break-out\">\n<div class=\"m-newsletter__inner\">\n<div class=\"grid@tp+\">\n<div class=\"m-newsletter__form-wrapper\">\n<h5 class=\"m-newsletter__title\"><\/h5>\n<\/div>\n<\/div>\n<\/div>\n<\/section>\n<p>\u201cThe brigade leader came and told us, \u2018This pill gives you energy. Try it,\u2019\u201d one former fighter <a href=\"https:\/\/www.washingtonpost.com\/news\/worldviews\/wp\/2015\/11\/19\/the-tiny-pill-fueling-syrias-war-and-turning-fighters-into-super-human-soldiers\/\" target=\"_blank\">told the BBC<\/a>. \u201cSo we took it the first time. You feel physically fit. And if there were ten people in front of you, you could catch them and kill them. You\u2019re awake all the time. You don\u2019t have any problems. You don\u2019t even think about sleeping. You don\u2019t think to leave the checkpoint. It gives you great courage and power.\u201d<span id=\"easy-footnote-5\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-5\" data-hasqtip=\"4\"><sup>5<\/sup><\/a><\/span> One former veteran of the Syrian war <a href=\"http:\/\/nymag.com\/daily\/intelligencer\/2015\/12\/men-making-captagon-the-drug-fueling-isis.html\" target=\"_blank\">tells <em>New York<\/em>\u00a0<em>Magazine<\/em><\/a>: \u201cSome people take so much, if you shoot them, they won\u2019t drop.\u201d<span id=\"easy-footnote-6\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-6\" data-hasqtip=\"5\"><sup>6<\/sup><\/a><\/span><\/p>\n<p>What is curious about these reports is that, in terms of its chemical composition, Captagon does not appear to be able to deliver these superhuman properties. Rather, it resembles other amphetamines that are widely used by American college kids with attention deficit\/hyperactivity disorder (ADHD). It is considerably weaker, in fact, than a drug like Adderall.<\/p>\n<p>Furthermore, according to <em><a href=\"http:\/\/www.france24.com\/en\/20160105-paris-attackers-not-drugs-toxicology-report-finds-captagon-terrorism-france\" target=\"_blank\">France 24<\/a><\/em>, the reports about the Paris attackers using Captagon proved to be erroneous.<span id=\"easy-footnote-7\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-7\" data-hasqtip=\"6\"><sup>7<\/sup><\/a><\/span> A toxicology report demonstrated that none of the participants in the attacks were drugged. (The report found faint traces of cannabis and alcohol in the blood of two of the attackers, but the amounts were small enough that they would likely not have been ingested on the day of the attack.)<\/p>\n<p>So how do we explain these reports? Is this an instance in which a sensationalist press is quick to recycle hysterical stories with no basis in reality? One interesting possible answer comes from Carl Hart, a professor of psychiatry at Columbia who is an expert on drug abuse. In reconciling the relatively weak chemical properties of the drug with the outsized claims made by those who have taken it, Hart <a href=\"http:\/\/nymag.com\/daily\/intelligencer\/2015\/12\/men-making-captagon-the-drug-fueling-isis.html\" target=\"_blank\">says<\/a>, \u201cThe people who think they\u2019re feeling this way must have been told they\u2019re taking Superman pills. So there could be a placebo effect going on.\u201d<span id=\"easy-footnote-8\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-8\" data-hasqtip=\"7\"><sup>8<\/sup><\/a><\/span><\/p>\n<p>This would make sense: militaries around the world have supplied their soldiers with various chemical stimulants. The Nazis distributed <a href=\"http:\/\/www.spiegel.de\/international\/the-nazi-death-machine-hitler-s-drugged-soldiers-a-354606.html\" target=\"_blank\">millions of amphetamine pills<\/a> during World War II.<span id=\"easy-footnote-9\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-9\" data-hasqtip=\"8\"><sup>9<\/sup><\/a><\/span> The U.S. Air Force still provides so-called \u201c<a href=\"https:\/\/newrepublic.com\/article\/112269\/112269\" target=\"_blank\">go pills<\/a>\u201d to pilots so that they can remain awake on long flights. (These pills are generally Dexedrine.)<span id=\"easy-footnote-10\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-10\" data-hasqtip=\"9\"><sup>10<\/sup><\/a><\/span> A number of observers have pointed out that if Captagon did, in fact, endow the user with superhuman strength, the U.S. military would no doubt be dispensing the pills to its own special operators. But even if Captagon simply provides energy and greater focus, there would be good reason for Islamic State fighters to take it\u2014and if the myth that the drug makes you invincible takes hold, so much the better for them. If the placebo effect has the power to activate the \u201c<a href=\"http:\/\/discovermagazine.com\/2014\/julyaug\/14-why-nothing-works\" target=\"_blank\">brain\u2019s inner pharmacy<\/a>,\u201d<span id=\"easy-footnote-11\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-11\" data-hasqtip=\"10\"><sup>11<\/sup><\/a><\/span> then Captagon may end up providing courage, after all.<\/p>\n<p>But there\u2019s another interesting aspect to this theory: it\u2019s not only the brigade leader who has an incentive to overplay the effects of the drug, but the manufacturer, as well. A man who produces Captagon at a factory in Lebanon\u2019s Bekaa Valley and sells it to ISIL fighters <a href=\"http:\/\/nymag.com\/daily\/intelligencer\/2015\/12\/men-making-captagon-the-drug-fueling-isis.html\">told <em>New York<\/em><\/a>, \u201cIf you shoot someone on Captagon, they don\u2019t feel it. And if someone takes many pills, like 30 or so, they become violent and crazy, paranoid, unafraid of anything.\u201d<span id=\"easy-footnote-12\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-12\" data-hasqtip=\"11\"><sup>12<\/sup><\/a><\/span> If militants in Syria are indeed taking thirty pills at a time, they may well be experiencing unintended side-effects, but <em>of course<\/em> the manufacturer would be overselling the product (not to mention suggesting a colossal dosage). Informed that doctors doubt Captagon\u2019s ability to produce the effects he is describing, the manufacturer responds, \u201cDoctors are stupid. They don\u2019t know anything.\u201d He adds, \u201cCaptagon is driving the entire war.\u201d<span id=\"easy-footnote-13\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-13\" data-hasqtip=\"12\"><sup>13<\/sup><\/a><\/span><\/p>\n<blockquote><p>Captagon may not make you superhuman, but it is highly addictive. In 2014, the United Nations Office of Drugs and Crime (UNDOC) reported that half of all amphetamine seizures worldwide were in the Middle East. Last year, a Saudi prince, Abdel Mohsen Bin Walid Bin Abdulaziz, <a href=\"http:\/\/www.telegraph.co.uk\/news\/worldnews\/middleeast\/lebanon\/11955937\/Saudi-prince-held-after-seizure-of-two-tons-of-amphetamines-at-Beirut-airport.html\" target=\"_blank\">was arrested in Beirut<\/a> as he tried to smuggle forty suitcases of Captagon into Riyadh on a private jet.<span id=\"easy-footnote-14\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-14\" data-hasqtip=\"13\"><sup>14<\/sup><\/a><\/span> Every year, tens of millions of Captagon pills are seized in Saudi Arabia alone. Prior to the civil war, Syria had a significant pharmaceutical industry that supplied the region, and there is evidence that since the advent of the war, there has been an increase in production of Captagon inside Syria. According to <a href=\"http:\/\/www.theguardian.com\/world\/shortcuts\/2014\/jan\/13\/captagon-amphetamine-syria-war-middle-east\" target=\"_blank\">the <em>Guardian<\/em><\/a>, production of the drug in the Bekaa valley fell 90 percent between 2011 and 2013, \u201cwith the decline largely attributed to production inside Syria.\u201d<span id=\"easy-footnote-15\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-15\" data-hasqtip=\"14\"><sup>15<\/sup><\/a><\/span><\/p>\n<p>If the armies of the Islamic State are using the drug, this would explain the uptick in production inside Syria, but it\u2019s also important to remember the entrepreneurial tendencies of this group. Captagon sells <a href=\"http:\/\/foreignpolicy.com\/2015\/11\/19\/syria-isis-captagon-lebanon-assad\/\" target=\"_blank\">for $10 or more per pill<\/a>,<span id=\"easy-footnote-16\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-16\" data-hasqtip=\"15\"><sup>16<\/sup><\/a><\/span> and if some recent seizures are any indication\u2014such as the <a href=\"http:\/\/www.thenational.ae\/uae\/drugs\/17-million-amphetamine-pills-seized-and-three-arrested-in-dubai-police-drugs-bust\" target=\"_blank\">17 million pills<\/a> confiscated by Dubai police in 2014<span id=\"easy-footnote-17\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-17\" data-hasqtip=\"16\"><sup>17<\/sup><\/a><\/span>\u2014the drug is a big business. Fighters on all sides of the Syrian conflict are reportedly using Captagon, and warlords benefit from the illicit trade in the drug\u2014whether in spheres controlled by the government, the Free Syrian Army, or Islamists. ISIL has demonstrated its willingness to sell oil and loot antiquities, there is no reason to believe that the group would not make a lucrative business of selling drugs. The drug is so addictive, a former Free Syrian Army fighter <a href=\"http:\/\/foreignpolicy.com\/2015\/11\/19\/syria-isis-captagon-lebanon-assad\/\" target=\"_blank\">told the BBC,<\/a> that combatants in Syria \u201cwould stop providing food for their children so they [could] buy Captagon.\u201d<span id=\"easy-footnote-18\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-18\" data-hasqtip=\"17\"><sup>18<\/sup><\/a><\/span> In the ruthless calculus of the drug business, that\u2019s a great product. According to <a href=\"http:\/\/www.thetimes.co.uk\/tto\/news\/world\/middleeast\/article4675968.ece\" target=\"_blank\">the UNODC<\/a>, it is now being increasingly manufactured in Syria and trafficked through the Middle East.<span id=\"easy-footnote-19\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-19\" data-hasqtip=\"18\"><sup>19<\/sup><\/a><\/span> As Masood Karimipour of the UNODC <a href=\"http:\/\/www.thetimes.co.uk\/tto\/news\/world\/middleeast\/article4675968.ece\" target=\"_blank\">told <em>The Times<\/em><\/a>: \u201cIf you\u2019re in organized crime, civil war is good for business.\u201d<span id=\"easy-footnote-20\" class=\"easy-footnote-margin-adjust\"><\/span><span class=\"easy-footnote\"><a title=\"\" href=\"https:\/\/tcf.org\/content\/report\/the-drugs-of-war\/#easy-footnote-bottom-20\" data-hasqtip=\"19\"><sup>20<\/sup><\/a><\/span><\/p>\n<p>It may be, in the end, that the superman qualities of Captagon are a red herring\u2014a mere placebo effect, or a mantra for soldiers on the battlefield. But the properties of Captagon as an addictive drug\u2014one that could potentially generate tens or even hundreds of millions of dollars a year for ISIL\u2014are much more significant, and this is an issue in which\u00a0much more research is needed. Those funds could be used to purchase weapons, to finance attacks, and to perpetuate the conflict.
